The purchasing Function manages a database of suppliers, based on their classification and qualification, evaluating such factors as ethical-legal profile, technical and managerial skills, high qualified employees and financial solidity, etc.

Vendor qualification status is updated regularly through the periodical check of rating requirements and performance evaluation.

A potential vendor must:

• be legally capable (for legal entities);
• have the capacity to contract (for individuals);
• be solvent, have no tax indebtedness, not undergo bankruptcy or liquidation procedure;
• have specialists with sufficient professional skills and experience, adequate material, financial and labor resources to discharge its obligations under procurement contracts;
• If vendor is an official dealer (representative) of the producer, then it must provide corresponding documents confirming such status with all producer’s warranties maintained;
• When vendor’s activity is subject to licensing, the legal capacity of such potential supplier must be confirmed by copies of the relevant license (with attachments) issued under the legislation of the Republic of Kazakhstan.
  

The supplier must submit all confirming documents for preliminary review to the procurement department.  The list of required documents may be obtained in the procurement department upon request.
